Registration of acupuncture, tattooing, electrolysis, cosmetic piercing and semi-permanent skin colouring

 

Under the Local Government (Miscellaneous Provisions) Act 1982, as amended, no person may carry out  acupuncture, tattooing, electrolysis, body or ear piercing or semi-permanent skin colouring within the borough of Warrington unless they are registered with Environmental Health.

They must generally carry on their practice at registered premises (although they may provide their service at a customer's home upon request).  To register, an application form for the premises and the person in charge of carrying out the treatments (the registered person)  must be completed and returned to the address below, together with the relevant fee(s).  Registration of the premises needs only be done once.  If the registered person changes or additional activities are required, a new application must be completed and sent.

How to apply

There is a once only charge for each premise(s), activity and person(s). However, for each new premise(s), activity or person(s) after the initial registration, another application should be completed and additional fees will be required. 

Step 1

Print off and read the appropriate byelaws relating to the required registration to ensure compliance.

Step 2

Print off and complete the application form.

Step 3

Return application form and fee by post or in person to Marjorie Jackson, Trading Standards, Palmyra House, Palmyra Square North, Warrington, WA1 1JN.  Cheques should be made payable to Warrington Borough Council.

On receipt of the form and fee, an Environmental Health Officer will arrange to make an inspection of the premises to ensure the requirements of the appropriate byelaws have been met and a certificate of registration will be issued.  Failure to comply with the requirements of the bye-laws is an offence and carries a maximum penalty, on conviction, of £1000 fine.

Within 10 working days of the inspection, a certificate of registration will be issued to you, together with details of any further work that is required to ensure compliance.

Skin piercing registration fees 2008-09

Fees as below are required for each activity a person is registered and for each new premise(s).

Premises - £60.00
Persons - £30.00
Each additional activity - £30.00
