Warrington Safeguarding Children Board

 

Government legislation and the Children Act 2004 require every local authority to have a Local Safeguarding Children Board (LSCB).  This is a collective board made up of local agencies and organisations that work with children to provide protection for all children in the area.safeguarding board logo

Every Child Matters
The Board works in accordance with the Every Child Matters agenda, making sure that all children are healthy and safe, can enjoy and achieve, are making a positive contribution and are achieving economic wellbeing.

Roles and Responsibilities of the Board

  • Developing multi-agency mechanisms for identifying abuse and neglect
  • Publicising the message that safeguarding is everyone’s responsibility
  • Ensuring that children and adults know who to contact if they have concerns about a child’s safety
  • Monitoring local organisations and agencies’ implementation of their duties under the Children Act 2004    

Early intervention and prevention:

  • Agreeing thresholds, procedures and policies for working with children in need, but who are not at risk of suffering significant harm
  • Seeking ways of promoting the welfare of children who may be more vulnerable, including children with disabilities, children in custody and looked after children
  • Co-ordinating responses to children who are suffering, or are at risk of suffering, significant harm.  They may be abused or neglected in a range of contexts, including domestic abuse, substance misuse, abuse by carers or professionals, sexual exploitation and abuse by other young people    

Working in partnership
Norma Cadwallader, Strategic Director of Children’s Services in the borough, chairs the Board.  Others involved with the Board include Community Services, the Primary Care Trust, the 5 Borough Trust, the Police, Children’s Services, the Youth Offending Team, Probation, CAFCASS, Connexions and many voluntary organisations.

The following subgroups also regularly report to the Board:

  • Policy, Practice and Quality Assurance Group – is responsible for the development of policies, procedures, standards and protocols in safeguarding.
  • Training and Development Group – makes sure all staff from all the partner agencies have sufficient training in safeguarding and child protection and developing services
  • Monitoring and Performance Group – tracks and measures the Board’s effectiveness in delivering safeguarding practices 
  • Child Death Review Panel – looks at all child deaths and works to see if practice can be improved and similar deaths prevented.
