Questions and Answers

What is an Alcohol Designatory Order?
Councils can apply for an order to restrict public drinking in a particular area or areas. An order sets out the public areas affected e.g streets, parks and open spaces, where the police could ask people to stop drinking alcohol if their behaviour is deemed to be anti social.

The police will be able to confiscate and dispose the alcohol and people could face a fine of up to £500 or arrest for refusing to cooperate.

Is it an outright ban on drinking in public?
No – it is not an offence to drink alcohol in a public place. However, it is if people do not stop drinking when asked to do so by a police officer.

Why are some areas of the borough not included?
The council is including areas where residents have raised concerns about anti-social behaviour and alcohol but he council is open to suggestions about other areas which could be added. All those areas that are not included will be monitored and reviewed in the future.

How can I find out if my neighbourhood is included?
A map showing the areas covered by the order is available to look at on the council’s website www.warrington.gov.uk and at Contact Warrington, Horsemarket Street, in the town centre.

How can I have my say?
Comment forms are available at Contact Warrington or can be filled in online. Click the following link to open the online consultation form

There is an order for the town centre. Why has the council decided to extend the area?
The council is committed to tackling crime, disorder and anti-social behaviour. Residents have expressed their concerns about links between people drinking in the streets and anti social behaviour. We believe that extending the designation order across the borough will help to tackle some of the issues.

When will the order come into force?
There is a 28 day consultation between 1 and 28 November. All comments and suggestions will be considered by the council at its meeting on 17 December 2007. Subject to the outcome of that meeting, the order could be in place for 24 December.
