Disabled Persons Concessionary Travel Scheme

 

Who is eligible?
The travel concession is available to permanent residents in the Borough of Warrington who are eligible because of a disability.

What is the concession?
Persons under age 60 who are eligible because of a disability will receive a bus pass which entitles:-

In Cheshire: half fare on travel before 9.30am Monday to Friday and FREE travel at other times, until midnight.  

In England: before 9.30am Mon to Fri you pay full fare.  At other times i.e. between 9.30am and 11.00pm Mon to Fri and at any time on Sat, Sun and Bank Holidays you travel FREE on the production of your pass.

Bus Passes are valid from the date of issue for a period up to 5 years.

Conditions relating to the concession

  1. Where a Bus Pass is lost or destroyed a replacement bus pass can be issued on production of another passport sized photograph.  There will be a charge of £5 for the first card lost and £10 for subsequent losses.  There will be no charge if the pass has been stolen, however a crime number will need to be produced.
  2. New applicants must complete the application form and send it to the address shown below. The application will then be assessed and you will be contacted within 14 days of receipt. Initial assessment of your application will be completed within 14 days. If successful your Bus Pass will be forwarded to your home address.  If a medical opinion is required from either your Doctor or the Council’s Occupational Health Specialist, a letter will be sent to you advising you of this. The evidence of entitlement (as stated on the application form) must be attached at the time of application. All applications for a Bus Pass must be accompanied by a recent (up to 5 years old) passport sized photograph.
  3. The bus pass is the property of Warrington Borough Council and should be returned to Contact Warrington, 26-30 Horsemarket St, Warrington when no longer required.
  4. The bus pass is for the use of the person named on it and must not be used by anyone else.  Any misuse may result in the bus pass being withdrawn and legal proceedings being commenced.
  5. The bus pass may be withdrawn or its conditions changed at any time at the discretion of the Council.

What evidence of entitlement has to be produced?

  • If you have a disability, or have suffered an injury, which has a substantial and long-term adverse effect on his / her ability to walk, then; if in receipt of either the mobility component of the Disability Living Allowance or a War Pensioners Mobility Supplement, please attach proof of your entitlement to these benefits. Alternatively, please attach any other evidence in support of your application.
  • If you have a learning disability, that is, a state of arrested or incomplete development of mind and which includes significant impairment of intelligence and social functioning, then, if in receipt of the care component of the Disability Living Allowance, please attach proof of your entitlement to this benefit.
  • If you have, under Section 92 of the 1988 Road Traffic Act, been refused a driving licence or had a driving licence revoked, then please present your letter from the DVLA.
  • If you would be likely to be refused a driving licence under Section 92 of the Road Traffic Act, if you applied for one, then please attach evidence in support of your application.
  • If you are profoundly deaf or are without speech, then please ask the Deaf Society to complete Box 1.
  • If you are blind or partially sighted, then please present your registration card – obtained from Social Services.
  • If you do not have arms or have long-term loss of the use of both arms, then, if in receipt of the care component of the Disability Living Allowance, please attach proof of your entitlement to this benefit.           

IMPORTANT

IN ALL CASES, EVIDENCE OF IDENTITY AND ADDRESS (FOR EXAMPLE, A BENEFIT BOOK AND BANK STATEMENT) MUST ALSO BE PRODUCED.

When will the Bus Pass be issued?

Initial assessment of your application will be completed within 14 days. If successful your Bus Pass will be posted to your home address. If a medical opinion is required from either your Doctor or the Council’s Occupational Health Specialist then a letter will be sent to you advising you of this.
