Affordable Warmth Strategy

 

"To alleviate fuel povertyby effecting improvements in energy efficiency so that affordable warmth is available to all residents within the Borough"

Why do we need an Affordable Warmth Strategy?

The main purpose of the Affordable Warmth Strategy (AWS) is to alleviate fuel poverty ensuring affordable warmth is available for all. The Council adopted the Affordable Warmth Strategy in October 2000.

What are the aims of the Affordable Warmth Strategy?

The key aims have been defined as:

  • To educate the community and raise energy awareness and make specific links with schools and colleges 
  • To promote the awareness of Fuel Poverty and it’s affects on society to front line members of staff 
  • To put in place a means of measuring Fuel Poverty within the Borough 
  • To prioritise resources to the most vulnerable, on low incomes, in poorly insulated housing with expensive to run or inadequate heating systems 
  • Improve heating provision and insulation levels both in the public and private rented sectors. 
  • Strive to increase the economic prosperity of individual, families and communities by encouraging the sustainable development of businesses 
  • To provide links with other environmental policies such as Social Inclusion (Anti-Poverty) and Agenda 21 
  • To promote energy efficiency grants and discount schemes and make them available to the community 
  • To encourage energy efficiency related partnerships with external businesses 
  • To maximise on all other sources of funding for energy saving schemes

How are these aims being delivered? 

Tackling fuel poverty whilst also meeting the Government’s commitment to reduce fuel use by 30% by 2006 is challenging. Resources are being successfully focused on vulnerable groups with the aim of taking them out of fuel poverty.

How are we tackling fuel poverty? 

As tackling fuel poverty is a complicated process, training and advice has been implemented to educate the vulnerable community and key workers on fuel poverty and energy efficiency awareness. 

The services are focussed on addressing: 

  • Household income
  • Cost of fuel
  • Energy Efficiency in the home
