Landlord Forum and Self Regulation

 

Landlords
A healthy private rented sector provides additional housing choices for people who do not want to, or are not ready to, buy their own home.

We believe that most private landlords are basically well intentioned and anxious to do a good job. Furthermore we are aware that in order for landlords to raise their standards they need encouragement, support and education on best practice. For further information on Private Sector Landlords Association see National Landlords Association, Residential Landlords Association or Association of Residential Letting Agents.

What is the Landlord Forum?
The Landlord Forum had its inaugural meeting in January 2002 and meets twice a year. It is open to attendance by all the borough’s landlords and provides an opportunity to spread awareness of the landlord’s legal obligations and good practice. It also provides the means for us to engage in two-way consultation with landlords on any related matters, including changes in policy.

Self regulation
Both the national trade bodies and locally based landlord’s associations provide invaluable support and information for their members. We actively encourage landlord self-regulation and have facilitated various initiatives to support and promote their good work.

What are Accreditation schemes?
The Landlord Accreditation schemes run by the council are voluntary for landlords to join. They set and monitor the standards required by the members. The council’s Private Rented Sector Property Accreditation Scheme, which was launched Summer 2003, accredits an individual property and not the landlord, it includes for, and replaces the former Student/Landlord Accreditation Scheme.

There are three levels of membership:

One Star, Two Star and Three Star which is the highest accreditation standard.

What do they do?
Accreditation schemes can help to establish members’ competitive position in the market place, and thus encourage others to apply and to raise their standards accordingly.

What are the benefits to tenants?
Tenants can be confident that their home will comply with a set of standards relating to good repair and decorative order, management, and safety measures.

How can tenants tell if a property has been accredited?
The landlord may display an accreditation certificate or sticker in the property or enquiries can be made by contacting the Private Sector Housing Enforcement Team.
