Local Development Framework

 

Under the 2004 Planning and Compulsory Purchase Act, the Council is required to prepare a Local Development Framework (LDF), which will replace most elements of the existing Unitary Development Plan.

Following commencement of the relevant sections of the Act in September 2004, the Council has started work on the new Framework. This includes the preparation of

Local Development Scheme (March 2007)
This document is the Council’s Local Development Scheme (LDS). This LDS describes what the Council is going to do to prepare new and revised planning policies over the next three years. The three-year programme includes "consultation milestones" to inform the public about opportunities to get involved with the plan-making process and to let them know the likely dates for involvement.

Rather than producing one development plan with supplementary planning guidance, the new planning system enables the Council to produce a range of Local Development Documents progressively superceding the current development plan for the Borough.

Statement of Community Involvement 
A key aim of the new planning system is to encourage more meaningful community involvement. Part 18 of the Planning and Compulsory Purchase Act requires that an Authority must produce a Statement of Community Involvement within the Local Development Framework.

The Statement of Community Involvement sets out the Warrington Borough Council's commitment to engaging the community. It is intended to give clarity and certainty to the general public and key stakeholders as to how they can get involved in each stage of the plan-making process and in determining significant planning applications.

The Statement was formally submitted on Friday 29th July 2005 and was subject to a further six-week consultation period. The Council received 33 representations from 18 respondents during this consultation period. A summary of the representations can be viewed by clicking on the link below.

An independent inspector, appointed by the Secretary of State, will now consider all the representations made during the consultation period (alongside the submitted document). The Inspector will then prepare a report, which will identify any changes that need to be made. This report is binding on the Council.

The Inspector's Report was received in February 2006.  A small number of minor modifications are recommended and these will be considered by Executive Board on 6th March, and Council on 27th March 

The Statement of Community Involvement will then be adopted and form part of the Warrington Borough Council Local Development Framework. The preparation of Local Development Documents (LDDs) and consultation on planning applications should be carried out in compliance with the standards set out in the Statement.
