Parking Attendants
What is the difference between a parking attendant and a traffic warden?
It may seem trivial but there are important differences.
- Parking attendants are employed by the council and enforce parking regulations.
- Traffic wardens are employed by and report to the police under the current system. They can carry out additional functions such as directing traffic, which parking attendants will not be authorised to do.
Will parking attendants be paid a bonus for issuing as many Penalty Charge Notices as they can?
Definitely not. There is no incentive or bonus based upon how many PCN's are issued. All parking attendants will be fully trained in how, when and why PCN's can and should be issued. However, penalties will be levied against the Contractor if he issues unnecessary or frivolous PCN's and fails to reach set standards of performance and quality.
How will the parking attendants get around?
On foot and in marked vehicles, possibly including scooters.
Where will the parking attendants patrol?
All Council owned off-street car parks and all roads in the borough where Traffic Regulation Orders (TRO’s) are in place. Motorways come under the authority of the Highways Agency and will remain a police responsibility.
Can parking attendants break the parking rules to issue tickets?
Parking attendants are given special dispensation to park in contravention of parking rules only where absolutely necessary to undertake their duties of enforcement - and only where the safety of other road users is not compromised further than already exists.
Will the parking attendants be using vehicle clamps?
No, but the council will be able to authorise vehicles that are causing an obstruction to be removed.
