Centres of Excellence
Following a bid made as part of the Full LTP in 2000, Warrington was delighted to be designated as a Centre of Excellence for Integrated Transport Planning in March 2001.
The focus of the Centre of Excellence is to spread best practice in developing successful Partnerships, best practice and lessons learnt from Community Consultation and developing effective strategies and programmes.
Partnerships
Since 2000 the Council has developed successful partnerships on many fronts. These include the following:
- with Adshel, providing 260 bus shelters with a capital sponsorship value of £2.5m, plus maintenance, cleansing, rates and electricity valued at £4m against revenue for the next 15 years.
- with the developer of the Urban Village (PACE) and Warrington Borough Council. This will provide a high quality bus route between the development and the town centre. The Partnership, however, included the development of a novel idea. Rather than the developer paying the Bus Company a subsidy to operate the service, the funding would be used to purchase season tickets. This would provide sufficient finance to fund the service and at the same time gives residents the ideal incentive to use the bus service. Moreover, the season tickets would allow the residents free travel not only on the Urban Village Service but also the entire Warrington Borough Transport network. House buyers in the Urban Village will receive their tickets in a transport pack, which will include timetable publicity. The pack will also include other sustainable transport incentives including a half price bicycle for each household, rail timetables and details of how to travel to local rail stations by bus.
- with Groundwork Mersey Valley (GMV) on the implementation of the Greenway network in Warrington. This not only includes the design and implementation of routes, but includes the added value, which GMV bring to the project with their promotional, consultation and community work.
- With Tarmac Construction. As part of the implementation programme for 2001/02, a negotiated contract was agreed for the development of two Highways Structural Maintenance projects. The partnership was implemented on a formal basis with a project charter, partnering Workshop and formal performance evaluation throughout the contract.
Public Consultation
The Public Consultation exercise carried out during the development of the LTP in 2000 was extensive and used various methods including leaflets, a video, exhibitions, roundtables, discussion (focus) groups and household interviews.
Consultation has continued to be a key theme of the development of the LTP and is reported in full in the Annual Progress Reports of 2001 and 2002.
Benchmarking and Centre of Excellence Activities
The benchmarking activities undertaken and committed to include the Local Transport Plan Benchmarking Group and the NW Cycle Benchmarking Project. The detail of this work is explained in full in the Annual Progress Report 2002.
The dissemination of Best Practice has started with the distribution of an information leaflet, initially produced for a UTMC conference held in York, and now subsequently being made available more widely.
