LTP2 (2006-2011)

 

Warrington Borough Council submitted its Full LTP2 to Government in March 2006. This was an updated submission from the Provisional LTP2 from July 2005. The LTP2 has now been adopted by the Council as policy for the forthcoming 5 year period, 2006-2011. 

The document has been prepared in accordance with the Department for Transport Full Guidance on Local Transport Plans: second edition (2004). The focus of the LTP2 is to set transport in the wider context, therefore the aim is to deliver the LGA / DfT shared priority of: 

“Improving access to jobs and services, particularly for those most in need, in ways which are sustainable: improve public transport; reduced problems of congestion, pollution and safety.” 

LTP2 forms part of a longer term strategy which is included in Chapter 2 of the document. The strategy was developed for a 10 – 15 year period and identifies a vision for the future of transport in Warrington: 

“Over the next 10 - 15 years, transport should support the development of Warrington as a place where communities increasingly enjoy a sense of social, economic, physical and spiritual well-being; they are cohesive and welcome diversity.” 

Five shared priorities have been identified nationally, each of which are covered by a chapter in the main report. They are: 

  • Tackling Congestion
  • Delivering Accessibility
  • Ensuring safer Roads
  • Improving Air Quality
  • Quality of Life    

Warrington Borough Council has developed six “delivery tools” to achieve the vision for transport in the future and make progress towards the shared priorities, these being: 

  • Providing Alternatives to the Car
  • Encouraging Smarter Travel
  • Better Demand Management
  • Making Best use of the Existing Network
  • Better Integration of Land Use and Transport Planning
  • Providing New Infrastructure    

This Fulll submission has followed further consultation with the public, stakeholders and Council Members. A series of “roadshows” around the borough were well attended in early November 2005. Stakeholders were invited to attend conferences at Walton Hall and members were given the opportunity to comment during a presentation in late January.

NOTE: The Road Safety Data included in the Provisional LTP2 (July 2005) is now available separately. 

The 2006 submission updates information and contains changes from the 2005 Provisional LTP2. 

Significant changes include: 

  • Progress on duties in respect of Traffic Management Act 2004 (Chapter 4 and Appendix H)
  • Full Accessibility strategy (Chapter 5 and Appendix D)
  • Progress on Traffic Asset Management Plan (TAMP) (Chapter 9)
  • Scheme Policy Checklist (Chapter 9 and Appendix K)
  • More targeted programme of actions (Chapter 10)
  • Full set of National and Local performance indicators, targets and trajectories (Chapter 11 and Appendix L)
  • Updated Consultation Report (Appendix A)
  • Environmental Report and Statement from Strategic Environmental Assessment (SEA) (Appendix E)
