Local Transport Plan
What is the Local Transport Plan (LTP)?
In 1998, the government produced a new transport White Paper "A New Deal for Transport: Better for everyone", together with "Transport 2010: The 10-year Plan." These two documents focused on developing a fully integrated transport system, which serves the needs of everyone. They also recognised the importance of delivering transport improvements at a local level. The Transport Act 2000 provides the legal framework for delivering these plans, and requires most local transport authorities in England, to produce and implement a local transport plan (LTP).
The purpose of LTPs is to clearly set out an authority’s approach to improving local transport over a five-year period. LTPs also influence the allocation of funding to local authorities, and so it is important that good quality LTPs are produced in order to maximise funding available for transport improvements in the local area.

Warrington’s Local Transport Plan 2001-2006 (LTP1)
Warrington’s first LTP (LTP1) was published in July 2000 to cover the five-year period from 2001 to 2006, and outlined the council’s strategy to improve local transport, along with a range of specific schemes aimed at creating a step-change improvement in transport. This included identifying and monitoring a range of national and local targets for changes in transport use. Click the following link to view the LTP1 documents.
Annual Progress Reports (APRs)
One of the requirements of the LTP is the production of Annual Progress Reports (APRs), detailing the achievements of the previous 12 months, and programme for the next year. To view all the APRs for 2001 to 2004 click the links on the left.

Warrington’s Local Transport Plan 2006-2011 (LTP2)
As we are now approaching the end of the first five-year period, the second LTP (LTP2), covering the period 2006-2011, has been produced in provisional format. This was submitted to government in July 2005. A full version of LTP2 will be produced in March 2006, following further data collection and analysis, and extensive consultation on the provisional document. LTP2 includes a longer-term Local Transport Strategy which sets out a 10-15 year Vision for transport in the borough.
