Who are Estates & Valuation, what is your role and whom do I contact if I have a query?
Estates & Valuation is part of the Property & Facilities Service in the Corporate Services Directorate. We are an experienced and dedicated team including professional staff (chartered surveyors), trainees, terrier services officer, property records officers and technical support
What do we do?
Our role is to ensure that the council's property (land and buildings) is used as efficiently and effectively as possible, balancing the best financial return with supporting council service delivery.
Specifically we:
- Buy and sell property
- Value property
- Make property development and regeneration happen in the town
- Arrange for occupation of other people's property and for others to occupy our property (leasehold)
- Manage investment property to get the best financial return for the council - currently over £6 million each year
- Undertake the council’s corporate property review and asset management
- Seek to maximise the financial and business opportunities of property assets
- Generate money through sale of surplus property
- Ensure that the council has the right property to operate from
- Maintain property records of council ownership, occupation and use
- Provide general property advice to council services
- Provide and manage a facility that employs 600 local people, supports over 130 local businesses and is a valued community asset – Warrington market. Providing an environment for local business to develop and grow and for local people to access goods and services

How do I check the ownership of a property or piece of land?
The council owns land and property across the borough. The Land Terrier team in Estates & Valuation maintain land records and can advise if the council owns a particular property or parcel of land.

If your enquiry matches any property, which becomes available we will notify you. We guarantee to hold your enquiry for a minimum of six months after which you may need to re-register your interest.
How do I report a property in disrepair that is owned by the council?
If you are a residential tenant of the council (live in a council house or flat), please click the following link to be transferred to Housing Repairs
on the Golden Gates Housing website.
If you are a commercial tenant of the council, you can report items of disrepair by contacting Property Services Mon–Fri between 9.00am to 5.00pm on Tel: 01925 442854 Fax: 01925 442868, or email by completing and submitting the form below (this includes any common areas under Lease for which the council is responsible).
Please note that as a commercial tenant you may be responsible for repairs to the building and you should first check your responsibilities under your lease before making contact. If you are responsible for the repair you will be expected to make your own arrangements to make good the disrepair.
Please note that the council is unable to recommend contractors.
When completing the form below please remember to include your name, address and daytime telephone number so that we may contact you and confirm the details of the repair you are reporting. Please give us as much information as you can about the repair.
Remember, emergency repairs should NOT be reported by email.

Who do I contact regarding any alleged unauthorised incursions on land by any party including gypsies, travellers, mobile traders or other itinerant users?
If you believe gypsies, travellers, mobile operators or other itinerants have parked on council land you can report the matter to the Customer Care Contact Centre on Tel: 01925 445299. An indication of location and number of vehicles will be requested when making your enquiry.
Property Services will check the council's land ownership records to clarify if it owns the land and assess what action is required.
The council only has authority to seek a Court Order to repossess land which it owns. It does not have the authority to take action against trespass on land in private ownership. You will need to seek independent legal advice should you wish to take action to repossess land which is privately owned and subject to trespass.

Why does the council hold property as an Asset?
Property is the council’s second most valuable resource. The council has numerous and varied property assets, ranging from the Town Hall and Walton Hall Estate to allotments and general green space.
All property assets are held for specific reasons:
- To deliver council services – for example a library
- To provide community benefit – for example property occupied by community groups
- To provide a financial return as an investment – for example a council shop unit
- To provide economic development opportunity – for example an industrial unit
Some property assets are held for more than one purpose. All property assets ultimately support the council in our aims and ambitions.
