Statutory Assessment Advisory Group (STAG)

The Statutory Assessment Advisory Group (STAG) makes recommendations to the Council about statutory assessments for Warrington children with Special Needs. The group also considers requests for Care or Learning Access Support Planning (CLASP) funding. STAG’s members are:

Chair and Permanent Members from Warrington Children's Services
Head of School Improvement and Inclusion (Chair)
Head of Specialist Support Services
Principal Educational Psychologist
Special Educational Needs (SEN) Advisor
Head of Pupil Assessment and Support Team
Behaviour Support Team Leader

Four non-permanent members who join for one term (ie. three meetings)
A Secondary Head Teacher / Deputy Head Teacher
A Primary Head Teacher
A Secondary Special Educational Needs Co-ordinator (SENCO) or Lead Behaviour Professional
A Primary SENCO

Each meeting is in two parts. In the first part the group discusses submissions for CLASP funding. In the second it discusses requests for statutory assessment.

CLASP funding is a small amount of money that schools can ask for. It is to help them make it possible for children with additional needs to take part in school life and the curriculum without the need for a statutory assessment.

Warrington schools formally ask the group for a statutory assessment by making a submission to STAG. Parents can also ask STAG for a statutory assessment, by making a parental submission. This should be sent in by the submission date, usually two weeks before the next meeting.

STAG makes a recommendation about every submission it has discussed. The Pupil Assessment and Support Team (PAST) within the council lets the schools and parents know the decision about statutory assessments. If a request has been turned down, we will say what the reasons are for this.  At the same time we tell parents about how they have a right to appeal to the Special Educational Needs and Disability Tribunal.

The PAST team informs schools about CLASP funding recommendations and schools let parents know.
