A Joint Area Review (JAR) is a new method of inspection for children’s services which replaces a number of separate inspection programmes. 

This reflects new guidelines which say that the wellbeing of children and young people is a multi-agency responsibility, so all children’s services are inspected together.  This is not just local authority services, but also health services, Connexions, police, probation and all publicly funded community and voluntary organisations.

JAR inspections are led by Ofsted and the Audit Commission who are acting on behalf of many other inspectorates. 

Warrington’s first JAR took place in 2007.
  
Every Child Matters
The JAR makes sure that all local services are working together to help children and young people to achieve the ‘Every Child Matters’ five key outcomes:

  • Staying safe
  • Being Healthy
  • Enjoying and achieving
  • Making a positive contribution
  • Achieving economic wellbeing   

Important areas the JAR focused on
In relation to the five key outcomes, Ofsted confirmed five priorities for the inspection:

  • Safeguarding children and young people
  • Looked after children and young people
  • Children and young people with disabilities and/or learning difficult
  • How well all local agencies work together
  • The capacity for agencies to improve their service   

All the services under review provided various documents to the JAR inspectors and they then selected additional priorities to look at. 

Corporate Assessment 
The Warrington JAR took place alongside the council’s Corporate Assessment and the two linked at key stages.

Youth Service Inspections
An enhanced Youth Service Inspection also coincided with the JAR and a Youth Offending Team (YOT) inspection is also due to take place.
