Joint Area Review Timetable

 

Preparation began in early 2007 for the first Joint Area Review (JAR) of children’s services in Warrington.

A JAR Project Board was set up which consisted of representatives from Warrington Borough Council, Connexions, the 5 Boroughs Partnership, the Primary Care Trust and local community and voluntary organisations.  The Board met every two weeks.

All these agencies prepared for the JAR together – they made sure the inspectors had everything they needed to allow them to make a clear assessment of the services offered to Warrington children, young people and their families.

Different stages of the JAR 

  • April - Case Tracking: 100 cases of children and young people receiving services from more than one agency were provided to the inspectors.  Later, they selected 10 for in-depth review to assess how well children’s services support them.  This included interviews with the child/young person, their parents/carers and the key staff involved.
  • May - ‘Tell Us’ Survey: A web-based questionnaire was sent out to over 3,300 children and young people in 40 primary schools and all 12 secondary schools to ask them about what it is like to live in Warrington.
  • May - Document submission: Around 40 key documents covering all elements of service for children and young people were given to the JAR inspectors so that they could prepare for their fieldwork.
  • 31 May - Self-assessment: All children’s services will complete a self-evaluation of how well they are performing against the Children and Young People’s Plan (CYPP) and how they intend to improve.
  • Early June: The JAR Project Board arranged to meet with the Lead Inspector, who decided the 10 cases for in depth review.
  • 9-13 July - Data Analysis week: Inspectors were on-site to review all Children’s Services documents and thoroughly review the 10 case files.
  • 3-14 Sept - Fieldwork: Inspectors were on-site to visit different services and conduct interviews and focus groups with children, young people, parents, carers, professionals and key staff.
  • Dec - Final JAR Report has been published.
