Every Child Matters in Warrington - Outcome Groups
Recent experience has shown that organising our strategic, inter-agency planning work to reflect the framework is effective and efficient. Preparation for the Joint Area Review and revising the Children and Young People’s Plan benefited from a keen focus on the impact of our services on improving outcomes for children and young people.
The Children and Young People's Trust will establish five Outcome Groups, each of which will focus on one element of the Every Child Matters outcomes framework.
The organisation of the Outcome Groups will be as follows:
- A member of the Children and Young People’s Trust Board will chair each Outcome Group.
- A vice-chair will be selected from amongst the membership of each Outcome Group. (The voluntary sector will be guaranteed the position of vice-chair if the group is not chaired by a one of the VCS representative of the Children and Young People’s Trust board, ie the VCS will be provide either the chair or vice-chair for each Outcome Group).
- In recognition of the importance of these Outcome Groups, each will have a dedicated senior officer to act as ‘lead officer’.
- To ensure the operational effectiveness of the Outcome Groups, a support officer will be identified to coordinate the compilation and review of the quarterly performance pack and to ensure that the associated administrative/secretariat functions are properly discharged.
- Outcome Group membership will be open and will aim to bring together relevant people from across all agencies and sectors working with children, young people and families in Warrington.
- The Outcome Groups will meet at least quarterly.
The role of the Outcome Groups will be to:
- maintain a strategic overview of their relevant outcome area - ‘Commission for Quality’
- take the lead on the commissioning portfolio for the relevant outcome area, subject to the endorsement of the Children and Young People’s Trust Board
- receive and act/advise upon the quarterly performance monitoring pack produced quarterly by the Performance Business Unit
- develop plans for delivering objectives identified to improve outcomes
- develop working links with groups operating in the town to contribute to the Needs Analysis for their area of interest,
- refer matters to the Children and Young People’s Trust Board as appropriate
- encourage the participation and involvement of children, young people and families in the planning and delivery of services
- contribute to the annual review of the CYPP
- undertake activities as required by the Children and Young People’s Trust Board
- provide a report on its activities to every quarterly Children and Young People’s Trust board meeting
