Parking services

Warrington Borough Council is responsible for civil enforcement of parking restrictions under the powers of the Traffic Management Act, 2004.

This means that our Civil Enforcement Officers (CEOs) may issue Penalty Charge Notices to vehicle owners who are parked in contravention, for example, in roads with restrictions such as single or double yellow lines, or to vehicle owners who are parked in residents bays without displaying a valid parking permit.

As well as being responsible for issuing penalty notices, Parking Services can also offer advice regarding the residents parking scheme’s, advice on parking restrictions, dispensations and available parking services throughout the Borough.

Our Parking Enforcement Policy seeks to clarify where and when parking is permitted, where and when it is not, and by whom.  It provides guidance on the way in which the Council and it's staff carry out civil parking enforcement.

Our Appeals Policy provides guidance on the various stages of Appeal, in relation to a Penalty Charge Notice, and on the way in which the Council and it's staff process any such Appeal. 

Parking Services is committed to providing a fair and balanced service in the enforcement of its duties by contributing to the Parking and Traffic Regulations Outside London (PATROL) Adjudication Joint Committee, the organisation that services the Traffic Penalty Tribunal appeals system. PATROL publishes an Annual Statement of Accounts which is subject to External Audit and the arrangements and timetable for 2009/10 can be found at the Patrol website at the bottom of this page.
