Resident parking permits
There are four Resident Parking schemes in Warrington which stop non-residents parking outside people's houses. These are:
Bank Quay area
Heathfield area
Tesco/Stadium area
Whitecross area

How do I get a Resident Parking Permit?
You can apply for a Resident Parking Permit by completing an application form. You will be required to provide proof of ownership of the vehicle and proof of residence at the relevant address.
You can request an application form from ‘Contact Warrington’ (one stop shop) at 26-30 Horsemarket Street, Warrington, WA1 1XL (Monday to Friday 9am-5pm (4pm on Tuesday) and Saturday 9am-1pm), or on 01925 443322 (Monday to Friday 8am-6pm and Saturday 9am-1pm).

Application forms can be returned by post, email or in person :-
- For applications in person at ‘Contact Warrington’ please provide the requested documentation (photocopying facilities are available).
- For email applications please scan your completed application form and copies of the requested documentation, and return to carparking@warrington.gov.uk
- For postal applications please provide your completed application form and copies of the requested documentation, and return to ‘Parking Services, Warrington Borough Council, New Town House, Buttermarket Street, Warrington, WA1 2NH’ .
Proof of Residence
To qualify for a Resident Parking Permit, you must be able to prove that your sole or main home is within a Resident Parking Zone. You must provide one document from the list below, showing your name and address (documents must be dated within the last three months):
* A utility bill (electricity, gas, water, landline telephone, council tax)
* A formal tenancy agreement, or a housing association rent document, or a property purchase document, or a lease agreement document
* A personal bank or building society or credit card statement.
Proof of vehicle
To qualify for a Resident Parking Permit, you must be able to prove that your vehicle is registered to your address within a Residents Parking Zone. You must provide one document from the list below:
* A Vehicle Registration Document (V5C) in your name and showing your address
* A valid Motor Insurance Certificate and Schedule in your name and address and showing your vehicle registration number
* For a Company vehicle we will accept a typed letter (on official company letter-headed paper) confirming that you are the sole driver, and showing your name, address and vehicle registration number.
Proof of residence and vehicle ownership must be provided before your application can be approved.
Resident Parking Permits
As a Resident you may apply for a Permit for each vehicle registered to your home address. If you do not regularly live at such premises in the Residents Parking Zone you will not qualify for a Permit irrespective of your interest in the property.
Whenever you are parking in your Resident Parking Zone, you must ensure that your Permit is prominently displayed in your vehicles windscreen next to your Tax Disc, so that it can be clearly read through the front windscreen by the Civil Enforcement Officer.
Resident Visitor Permit
Each household can be issued with one Visitor Permit which may be used by different visitors at different times. You must make sure your visitors display the Permit clearly inside their windscreen, and don't forget to get the Permit back from them when they leave.
- Visitor Permits can only be used by people visiting premises, and misuse of permits will result in the Permit being withdrawn.
- The Bank Quay Resident Parking Zone has ’90 minute waiting bays’, therefore Visitors Permits are not available.
Disabled Blue Badge Holders
Disabled Blue Badge Holders must not park in places reserved for Resident Permit Holders, unless they also have a valid permit for use in that Resident Parking Zone. If there are areas of limited waiting or yellow lines within the Resident Parking Zone then the normal rules for Disabled Blue Badge
Additional Information
- We would advise you to display your Resident Parking Permit at all times (even where Resident Parking Permits are limited to Matchdays only). You must ensure that your Permit is valid at all times and is clearly displayed in the windscreen next to your Tax Disc. It is also your responsibility to ensure that your vehicle is legally parked at all times.
- There is no charge for Permits at the present time.
- Resident Parking Permits are only valid for 12 months. You will automatically receive a renewal form each year at least 3 weeks before your permit expires (however it is still your responsibility to renew your permit if you change your vehicle).
- If your Permit is stolen please report it to the Police and you will be given a Crime Reference Number. Let us know this number and we will replace your Permit.
- A Permit may be withdrawn if it is not being used correctly, if you are no longer eligible to hold it, or if it has been defaced or altered.
- A Permit is only valid for the area specified and a parking space within that area.
- A Permit is only valid when displayed in the vehicle for which it was issued (the car registration shown).
- Failure to display a permit as described will result in a Penalty Charge Notice being issued.
Please note that Warrington Borough Council cannot guarantee a parking space will always be available to you.
