New Town Approvals on Greenfield Sites
Warrington has a number of outstanding new town approvals granted
under Section 7(i) of the New Towns Act, commonly termed 'New
Town Approvals'. Such consents are not time-limited and are
granted in perpetuity. As such, they remain commitments for
development. A number of these consents are on greenfield land.
The successor to the Warrington New Town is English Partnerships,
which has recently been the subject of a review. English Partnerships
has given public assurances that it will comply with PPG3 principles
for density of development and the sequential test. To this
end, English Partnerships have stated that the following sites
in Warrington will not come forward for development until at
least 2016.

The Council's Housing Land supply assessments show they will
not be required during the plan period.
Windfall Allowances
Allowances for windfall sites (sites previously unidentified)
can be made in assessing the supply of land for housing. The
Council has monitored the contribution such sites have made
to the housing supply over a considerable time. The latest evidence
shows that an annual average of 718 windfall units were
completed in the period 1st April 1996 to 31st
March 2005. Once windfall is identified, it may be some time
before completions are yielded. Such time is referred to as
a lead in period. The analysis shows an average lead in period
of half a year was experienced over the same time period. On
the basis that windfall allowances should be cautious, an allowance
of 75 units to be completed each year is made with a one year
lead-in period.
Small Site Allowances
An allowance for small site completions was previously made
as the Council only monitored sites of more than five units
until 31st March 2003. From 1st April
2003 the Council included all sites within its housing land
monitoring and as such there is no longer any need to include
an allowance.

PREVIOUSLY DEVELOPED LAND (BROWNFIELD)
The Council monitors the number of units completed and forecast
from previously developed (brownfield) land. This data is reported
in the Council's annual Housing Land Report. The supply tables
in this appendix identify whether a site (or %age thereof) is
brownfield.

The assessments show that Warrington is forecast to exceed
the national target of 60% by 19%, and the sub-regional target
by 6%. However, the regional target pertaining to Warrington
applies to a sub-region which includes other local authorities.
Performance measurement against these targets requires data
from other local planning authorities.
