A summary of the Proposed Submission Version Local Plan
The Proposed Submission Version Local Plan [pdf] will set out the legal planning framework for Warrington’s development for the next 20 years. This covers housing, business space, transport infrastructure and community facilities like schools and GPs. The Plan will guide the infrastructure we need for the future.
In 2017, we undertook a consultation around our Preferred Development Option (PDO) which looked at Warrington’s development needs for the future.
We learned a great deal from the PDO consultation and around 4,500 responses were received from residents. These have all been carefully considered and have been fundamental in preparing the draft Local Plan. We want to ensure we reach every household in Warrington, to seek your views and feedback.
Although we have to develop in line with national planning policy set by the Government, your views are vital in shaping the Plan and will help determine Warrington’s future development. The Local Plan sets out a vision for the Borough’s future, which determines what will be built, where and when but also sets out what areas need to be protected from development.
The Local Plan aims to deliver 18,900 new homes (or 945 a year, up to 2037) and will also support Warrington’s ongoing economic growth by providing 362 hectares of employment land.
The Plan demonstrates that we will prioritise using urban capacity to create varied, vibrant neighbourhoods that are shared places to live, work and enjoy. Government guidelines tell us we need to build at least 18,900 homes over the course of the plan, which exceeds what urban land we have available. Therefore, we need to look hard at other areas of land we could develop on, including Green Belt, in order to meet our development obligations. If we don’t, the Plan would not get through independent examination, in some cases, the Government could intervene and we'd lose control of the process.
Our projected housing figures aim to match Warrington's expected growth and ensure enough homes are provided to support the number of jobs that will be created from Warrington’s future economic growth. The areas of Green Belt proposed for development would need to be released to meet Government figures and while our priority is to protect as much Green Belt as possible, we also need to ensure we build enough affordable properties for young buyers, accessible homes for people with disabilities and homes for elderly people as our ageing population continues to grow.
