Consultation on proposed changes to our Council Tax Support Scheme from 1 April 2017

What is Council Tax Support (CTS)?

Council Tax Support helps those customers on low incomes to pay their council tax. In 2013, CTS replaced the Council Tax Benefit scheme. CTS is now designed and controlled by Warrington Borough Council.

Each year the Council reviews whether its local Council Tax Support scheme requires updating.

If any changes are being suggested we have a responsibility to consult with residents, stakeholders and current customers on the proposed Council Tax Support Scheme.

The Council is looking to make changes to the local scheme from April 2017 and would like your views to help us make an informed decision.

The proposed changes are as follows:

  • To reduce backdating of Council Tax Support to one month in line with the changes in Housing Benefit announced by Central Government.
  • To remove the Family Premium for new claims to bring the Council Tax Support Scheme in line with the changes in Housing Benefit announced by Central Government

We have not looked at making significant changes to the scheme but we have specifically looked at areas which will help to maintain or reduce administration costs. The less we spend on administration the more we can continue to provide support to those who most need it.

Our aim is to keep the Council Tax Support Scheme in line with Housing Benefit to ensure the scheme is as simple as possible for customers and to reduce the administration costs enabling focused support and advice.

The scheme for Pension Age customers is set by Government and is not affected by any of the options set out in this consultation. You can find out when you will be considered to be of pensionable age from gov.uk website.

This consultation will enable anybody in Warrington, whether they are a recipient of CTS or not, to help shape the future of the Scheme by having their say.

The closing date for responses is Friday 4 November 2016.

The information from this consultation will be used by the council to assist in making its decision on the changes to Council Tax Support scheme from 1st April 2017. The results from the consultation will be published later this year on our website and the council’s executive board will also receive a report of findings and recommendations.

The final decision on the scheme will be made by the council no later than January 2017.
