Forward plan and key decisions

The forward plan is a list of key decisions the authority intends to take during a four month period. The plan is a 'live' document and will give at least 28 clear days' notice of any key decisions and, if applicable, the Executive Board's intention to discuss an item in private and the reason for this.

What is a key decision?

Key decisions are executive decisions of the authority which are decisions of the Executive Board or an officer under delegated powers which are likely to:

  • result in the council incurring expenditure or the making of savings of £250,000 or more, having regard to the local authority budget for the service or function to which the decision relates, or
  • be significant in terms of its effects on communities living or working within the council's area comprising two or more wards.

Who takes key decisions?

Under the authority's constitution, key decisions are taken by the Executive Board or individual officers acting under delegated powers.
