£8.2m highway improvement plans move forward
A major highways improvement scheme, which will bring huge benefits to residents, motorists and businesses in west Warrington, is moving ahead.
Warrington Borough Council’s executive board has approved plans for the Omega Local Highways - Phase 3 project.
The project will provide additional highway capacity, enhanced network resilience and improved pedestrian facilities for the wider West Warrington highway network, complementing other priority transport schemes the council is bringing forward in the next three years.
It will support the delivery of a residential housing scheme of around 1,100 homes within Omega in a location which has already been identified as one of the key housing sites for the borough. It will also support over 12,000 new jobs at Omega as well as supporting 7,000 existing jobs on Omega and Lingley Mere employment sites.
Executive board approval paves the way to the start of the initial stage of the scheme, an investment of almost £2m in the widening of the southbound highway, from Kingswood Road to the Westbrook Way roundabout.
The funding for the works comes from Omega Warrington Ltd as part of their planning consent for the residential areas of the Omega site. The council has secured a Section 106 agreement with the developer, for it to carry out the highway improvements directly.
Warrington Borough Council’s executive board member for highways, transportation and public realm, Cllr Hans Mundry, said: “These important works form part of our commitment to improve the highways network in west Warrington, identifying our most severe pinch points, reducing congestion, improving journey times and supporting businesses.
“The improvements will also provide the transport infrastructure needed for the delivery of more than 1,000 much-needed new homes, and help stimulate on-going development and investment in the area.
“We continually review our network to understand which elements require improvement to accommodate current and future needs. We understand that major works such as these can cause short-term disruption to local residents, businesses and commuters. However, the project will be carefully phased, to minimise disruption as much as possible, and to reduce the overall duration of the works.”
Andrew Sutherland, Joint Managing Director of Miller Developments, who are responsible for delivering Omega on behalf of Homes England said “Miller has worked closely with Warrington Borough Council in delivering what has undoubtedly been a major success story for Warrington in recent years. We have invested heavily in new infrastructure, both in and around Omega, and this has resulted in Omega attracting a significant number of new occupiers, both commercial and residential.
“These further improvements will help provide additional capacity to the road network around Omega which is critical as the residents of the new Redrow and Miller Homes schemes start to move in later this year.”
• Omega Local Highway Phase 3 is a series of highway improvements to key junctions around the Omega site. They are currently an Omega Warrington Ltd obligation to deliver as part of their Outline Planning Permission for the Zones 3-6 residential, approximately 1,100 homes.
• These schemes also form one part of the wider strategy for investment in the highways infrastructure in the West of Warrington, supporting the development sites that are now well established in the area.
• A formal public engagement exercise ran between September and November 2017, which consulted on the preferred option for the Burtonwood Road / Kingwood Road widening and junction improvement scheme.
• Further public and stakeholder consultation is proposed during 2018 on the remainder of the works comprising Omega Local Highways Phases 3, as well as other works planned in the west of Warrington at Liverpool Road/Lingley Green Avenue junction (Omega Local Highways Phase 2) and Omega Boulevard/Lingley Green Avenue junction (Omega Local Highways Phase 1).
