The Community Right to Challenge is part of the Localism Act.  The right to challenge came into force on 27 June 2012.

It provides 'relevant bodies' with the right to challenge the running of a council service where they believe that they could run the service better and bring additional benefits to the social, economic or environmental well being of the area. This challenge is referred to as an 'expression of interest'.

'Relevant bodies' include:

  • a voluntary or community body
  • a parish/town council
  • a body of persons or a trust which is established for charitable purposes only.

The council welcomes expressions of interest from groups and organisations who feel that our services could be improved or re-designed to best meet the needs of the residents of Warrington.

The council will consider all expressions of interest and, where these are accepted, undertake a procurement exercise for the service.
