Our PRS Access Scheme is designed to help prevent homelessness and support people in housing need, particularly those on low incomes or at risk of losing their private rented tenancy. The scheme works closely with local landlords, offering incentives and ongoing support to help tenants secure and maintain accommodation, while reducing the need for temporary housing.
The PRS Access Scheme has two main focuses: the Private Landlords Prevention Service; and the Landlords Incentive Scheme. To allow delivery of these schemes we have formed a newly dedicated Private Rented Sector Access Team.
Private Landlords Prevention Service (PLPS)
The PLPS helps tenants who are at risk of losing their private rented home for various reasons, such as rent arrears, anti-social behaviour, or property condition issues. The service provides tailored support to both tenants and landlords, aiming to resolve problems and sustain tenancies.

- Landlords: If you need support with your property or tenant, email prsaccessteam@warrington.gov.uk and a team member will contact you to discuss available support.
Landlords Incentive Scheme (LIS)
The LIS is a new initiative to help people experiencing homelessness access affordable private rented homes. The Council works with landlords to:
- Carry out affordability checks to ensure tenants can sustain their tenancy.
- Provide ongoing support through a dedicated PRS Tenancy Support Officer or the Vulnerable Tenants Support Service.
- Conduct regular tenancy inspections to identify and address any issues early.
- Arrange for Housing Related Payments to be made directly to landlords via Alternative Payment Arrangements (APA) with the DWP.
Benefits for landlords include:
- Matching with ‘tenancy ready’ applicants.
- Support with arranging viewings and tenancy sustainment.
- Incentives such as gratuity payments (up to 3 months rent), upfront rent, bond agreements, and rent top-ups if needed.
- All properties are inspected to ensure they are safe, secure, and suitable.
The PRS Access Scheme is running as a 12-month pilot until 31 October 2026, with the possibility of extension if successful.
